In this study, the research method used is related to unlawful nature and criminal liability in infrastructure projects, including normative legal research or library research, then the research approach used in this research is a normative juridical approach (legal research). The conclusion that criminal acts against the law do not occur and cannot be applied to the Mini-hydro Power Plant (PLTM) project if the damage is due to a disaster event (force majeure) the parties are responsible for repairing it.
